a)      Membership and Appointment. The Committee shall consist of 5 voting members and 3 ex-officio members who shall be appointed as follows:

  1.        Four (4) voting members shall be registered voters in the Town of Chebeague Island appointed by the Selectboard,
  2.       One (1) voting member shall be appointed at large by the Selectboard,
  3.        One (1) member of the Selectboard to serve as ex-officio member appointed by the Selectboard,
  4.       The Superintendent or their designee from the School Committee shall serve as an ex-officio member,
  5.        The Town Administrator shall serve as an ex-officio member.

Members appointed by the Selectboard shall serve at the Board’s pleasure.

Vacancies shall be filled by the Selectboard as soon as possible.

b)      Term. Members shall serve for staggered terms of 3 years.

c)      Chairperson. The Committee shall elect a Chairperson from among its voting members. The Chairperson shall call meetings as required by this Ordinance, or as necessary or when so requested by the Selectboard or the School Committee. The Chairperson shall preside at all meetings. If the Chairperson is absent, the Committee may appoint from the members (voting or ex-officio) present at the meeting a Chair Pro-Tem whose term shall be for the meeting in which they are elected.

d)      Secretary. The Committee shall elect a Secretary. The Secretary shall maintain a record of all proceedings including all correspondence of the Committee and regularly submit the records to the Town Clerk. If the secretary is absent, the Chair may appoint any member as the secretary for the meeting.

e)      Notice. All meetings shall be held in a public place and scheduled through the Town Administrator who shall provide reasonable notice.

f)       Quorum. A quorum necessary to conduct business shall consist of a majority of current voting members.

g)      The municipal officers and town staff shall provide the Committee with such information as may be reasonably necessary and available to enable it to carry out its duties under this Ordinance.

h)      All meetings and records shall be subject to the Maine Freedom of Access Act, 1 M.R.S.A. Sections 401-410.

SECTION 104.       DUTIES

a)      Develop and maintain a Capital Plan.

b)      Prior to the Annual Town Meeting:

  1.        Submit the Plan to the Selectboard for approval.
  2.       Present the Plan to the public.

c)      Make recommendations to the Selectboard to improve the budget planning process.

SECTION 105.       Capital Plan

The purpose of the Capital Plan is to:

  •          identify, prioritize and track over time an inventory of capital real property, 
  •          to provide criteria for the Committee to vet for Selectboard approval new capital projects,
  •          to track the status of accepted capital projects and
  •          to develop funding models for all new capital projects.
